Focus on supporting quality to promote outcome-based efforts, supported by data collection and analysis and promoting sustainability. Establish a governance structure that includes a legal structure, policies and procedures, non-profit status and a strategic plan. Develop a sustainability plan that includes a system of wide-spread donations, identification of sources for local grants, and secure base funding from multiple, renewable sources.
